BCA Advisory On Building Inspection

Under Section 9 of the Building Maintenance and Strata Management Act, every Building Owner must ensure that every exterior feature in the building is kept or maintained in a manner that ensures the exterior feature is securely fixed and does not collapse. Failure to maintain such features is an offence and on prosecution, a Building Owner may be liable to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 12 months or to both.

Therefore, BCA reminds all building owners, MCSTs and town councils to inspect and maintain the external facade regularly. This is especially important when the facade is exposed to the elements of nature. Any signs of deterioration like corrosion, looseness, bulges or cracks should be reported and rectified as soon as possible.

Drone Inspection For External Wall Cladding

​With various industries adopting new technology, future facade inspections could be done with drones. Drones can potentially detect surface defects on wall cladding more easily and more quickly.

Although there are currently no regulations stipulating mandatory building inspections, it has been widely speculated that new regulations may be in place in 2019 due to the recent spate of cladding-related incidents. The findings of any defect from the drones will still have to be certified by a professional engineer and thereafter rectified by wall cladding specialists like Lee Wall Cladding & Roofing Pte Ltd. 

However, as it is still in the initial stage of testing, the system can currently detect defects on concrete surfaces. It could also be some time before it is widely adopted by building managers.

Pre-emptive and Pro-active Façade Inspection

Are you into building management? While there is no legislation in Singapore to regulate how often buildings' exterior (or external cladding) should be inspected for defects, building managers and owners should know the possible consequences far outweigh the costs of inspection and replacement. Here are some key thoughts:

1) Buildings last, but facades don't
Building structures are strong and with engineering advancements, they are expected to stand strong for centuries. In contrast, the exterior facades last for a decade on average. Think of the building as a human and the facade as clothes. The lifespan of a human can be 80 years, but the clothes usually don't last for more than a few years (due to wear and tear from washing). The same goes for facades being exposed to the weather elements. Is the facade material worn out? Is the installation done in a clever way to minimise the danger of panels falling even in the event of wear and tear? Are the bolts and screws rusty? Especially given the humidity and climate in Singapore?
